2001年1月，杭州市政府为了大力推进以“两港三区”为重点的“天堂硅谷”建设，加快实施“一号工程”的步伐，宣布建立杭州高新技术产业开发区城区科技经济园，通过实施高新技术“一区多园多点”的发展，实现一区多园、以区带园、园点结合、上下连动、优势互补、竟相发展的高新技街产业发展新格局。江干区委区政府为了贯彻落实市政府的决定，从战略高度出发，决定建立杭州高新技术产业开发区江干科技经济园。

　In January 2OO1,Hangzhou government has made emphasis on the major project that is "two-ports and three zones",promotes the construction of "Silicon Valley in Paradise",and annou- nced that district echnological & ecnomic parks in Hangzhou High-tech Development Zone will be set up .Consequently a new growth pattern named"one zone more parks"has been formed. A new structure with weft connection, mutual support and competitive development in the zone will come out. Jianggan district government made a decision on building Jianggan District technological & ecnomic park in HHTZ. The park takes the high-tech industry as the major part with high point plan, high level construcion, quafified personnel as well as efficient mangement ,taking proper steps theat"one plan in different ways, leading of govenment policy, infrastructure first and development in rolling"to improve economic growth in this area.

江干区 　　江干科技经济园九堡区块位于杭州江干区九堡领，规划面积370．89万平方米，紧邻浙江01省道、杭州市外环线。西距杭州市中心13公里、规划中的市政府新址10公里，东距杭州下沙经济技术开发区7公里、下沙大学城5公里，北依沪杭高速公路南临钱塘江。丁桥区块位于江干区丁桥镇，规划面积84．99万平方米。 　　Jianggan Technological & Ecnomic Park is Icated in Jiubao Town, covering a planned space of 370.89 square meters, near to No.01 province road and the highway that out surrounding. The west is about 13 kiolmeters from downtown Hangzhou, 10 kilometers from the new government administration office, the east is about 7 kilometers from Hangzhou Xiasha Economic and Technological Development Zone, the north to Shanghai-Hangzhou-Ningbo expressway, the south is alone with Qiantang River.
